Campus help with benefits and childcare

Basic Needs Centers help students sign up for CalFresh, the California Earned Income Tax Credit, the Young Child Tax Credit, WIC, and other aid. Centers work with campus financial aid and local homelessness systems. At community colleges and CSU campuses, financial aid offices must tell student‑parents about campus child care, refer them to the Basic Needs Center, and explain extra awards for student‑parents. Campus child development centers must also refer student‑parents to the Basic Needs Center and to financial aid. UC campuses are asked to do the same.

CSU basic needs centers and easier access

By February 1, 2025, each CSU campus must post a basic needs directory online and add a clear homepage tab. The directory lists services, locations, contacts, who qualifies, and links to the SNAP store map. Campuses must streamline intake and use one application for multiple services. They must also run an outreach plan, including for nontraditional students. By July 1, 2025, each CSU opens a Basic Needs Center with a Coordinator inside; if a service is off‑site, the Center gives the location and contact.

Community college staff can use food pantries

In the 2026–27 and 2027–28 fiscal years, classified community college employees can use campus food pantries. This access ends after the 2027–28 fiscal year.

Community colleges add SNAP store map

By September 1, 2025, every California Community College must add a link to the USDA SNAP Retail Locator on its basic‑needs resource list. The list stays online and is kept up to date each term.

Limits on using basic needs funds

Money from the 2021 Budget Act and later for Basic Needs Centers cannot be used to merge a center with the financial aid office. It also cannot fund running student financial aid programs or financial aid staff.
