More wildfire aid and oversight

The law lets the Director of Finance add up to $1 billion for January 2025 wildfire response and recovery. The money can fund evacuations, shelters, hazardous waste cleanup, hazard fixes, traffic control, and air and water testing. Increases take effect at least three days after notice to the Legislature, and this extra authority ends April 30, 2025. Funds stay available until the emergency orders end or a later date the Director sets. The state must seek the most federal reimbursement possible and may create new budget items to move funds. The Department of Finance posts a Los Angeles Wildfire Response and Recovery Expenditure Report around February 7, 2025, with updates on February 28, March 31, and April 30, 2025.

Faster home rebuild approvals after fires

The state provides $4 million to Los Angeles city and county, Malibu, Pasadena, and other local governments to speed permits and inspections. Help applies only to rebuilding homes still owned by the same homeowners on record as of January 7, 2025. The money must add to, not replace, local staffing and stays available to encumber through June 30, 2028. HCD also funds $1.44 million for legal services and $2.4 million for the Surplus Land Unit to support housing work.

Help to rebuild LA and Pasadena schools

State funds are available through June 30, 2026, to help Los Angeles Unified, Pasadena Unified, and impacted charter schools rebuild facilities damaged by the January 2025 fires. Money can be used only for rebuilding and recovery of damaged school buildings. The Director of Finance may add more schools or local education agencies, effective no sooner than 10 days after notifying the Joint Legislative Budget Committee chair unless an earlier date is set. Assistance flows through the Division of the State Architect and Public School Construction programs.

Upgrades to state buildings and systems

The state provides $11.8 million to upgrade digital control systems in seven buildings: Ronald Reagan State Building, Elihu M. Harris Building, Governor Edmund G. “Pat” Brown Building, Junipero Serra Office Building, California Tower, Mission Valley State Building, and Van Nuys State Building. Funds are released only after final plans and estimates are submitted; any unspent amount returns to the General Fund. The law also provides $500,000 to fix ventilation at the central plant steam vent on Capitol Mall. The Department of General Services receives $2.5 million to carry out SB 1203.
