Counties and districts can't exclude most workers from pensions

Counties and districts that use the 1937 county retirement system must enroll their officers and employees. They cannot exclude any employee, group, or job class beyond what state law allows. Only workers the retirement board finds to be temporary, seasonal, intermittent, or part-time only, or those excluded under Sections 31552 or 31553, can be left out. This rule applies statewide to all cities and counties, including charter cities and charter counties.
