Importing or selling dogs requires vet certificate

If you sell, transport, or import a dog into California for resale or transfer, you must get a vet health certificate dated within 10 days before entry and send it electronically to the state and the buyer. The certificate must show the exam date, a statement of no signs of infectious disease, and all vaccines, tests, and results. It must show a rabies shot within the past 12 months, unless the dog is under 3 months old or a vet certifies vaccination is unsafe. It also must list shipment size; breed, age, and sex; microchip (if any); street origin and destination addresses (no P.O. boxes or public places); the vet’s signature and license; consignor and buyer contacts; and the breeder’s USDA license if applicable. USDA Form 7001 or another complete form is allowed; “consignor” means the shipper who keeps ownership until paid, and this replaces the prior health‑code chapter.

Dog import certificates are public records

The Department of Food and Agriculture keeps each dog’s health certificate for five years. These certificates are public records. The department provides them on request without a formal Public Records Act petition. This increases transparency but reduces privacy for sellers, buyers, and veterinarians listed on the forms.
