Regular 10-year review of birth certificate

Every ten years, the Vital Statistics Advisory Committee reviews birth certificate content when the federal form is updated. The committee gives recommendations to the State Registrar. The Registrar can ask the Legislature to approve changes.

Clear rules for listing parents on birth certificates

The law standardizes how parents are listed. The birth mother’s full birth name must be used, and if she is a listed parent, her name goes on the second parent line. If the parents are not married, a genetic or intended parent is listed only if both sign a voluntary declaration of parentage at the hospital before registration. A name can be added later only after a court judgment or by filing a voluntary declaration of parentage.

Stronger privacy and new parent birthplace data

Starting July 1, 2027, hospitals collect each parent’s birthplace for the confidential part of the birth record. That birthplace information is kept confidential under state law. The VS‑10A is only a medical worksheet, cannot be linked to the child or mother, and is not sent to the State Registrar. Staff must explain any details moved from the worksheet before you sign, and you are asked to sign only after both public and confidential items are entered. Hospitals and staff cannot ask or record drug or alcohol abuse questions on these forms.
