New virtual health hubs for farmworkers

The law creates virtual health hubs for rural farmworker communities. These are vans or portable clinics with computers, Wi‑Fi, private cubicles, and telemedicine exam rooms that connect you to doctors, counselors, and educators. The Department of Public Health gives grants to partnerships of two community groups to run the hubs and helps with licensing and reporting; one group can do both parts if that improves coverage. Grantees must place hubs in two rural communities and provide space for visiting medical teams, educators, and volunteers. The department favors groups with strong local ties, language and telehealth capacity, collaboration with local providers, and posts its scoring rubric.

Privacy and data reporting for the pilot

Grant recipients must give the department deidentified, aggregate data on who is served, services used, and barriers to care. Reports include age ranges, income brackets, race and ethnicity, language, ZIP or area, insurance status (including Medi‑Cal), service type, and unique people served. The department must protect privacy under HIPAA and the California Medical Information Act. Two years after it posts that the fund minimum is met, the department submits a program report to the Legislature and posts it online.

Hubs start only after $2M fund

The state creates a Virtual Health Hub Fund to pay for the pilot using donations or grants, not the General Fund. The program operates only after the fund has at least $2,000,000 and the department posts a notice online. The law bars use of General Fund dollars for this division. If the fund does not reach $2,000,000 by December 31, 2030, the program becomes inoperative unless the Legislature extends it.
