The State Fire Marshal sets recommended minimum standards for fire personnel and instructors. The office builds and keeps promotional exams based on those standards and can share them with agencies and testing groups. Colleges and academies can use state curricula for arson, fire technology, and apprenticeships. Agencies follow the standards only if they choose to opt in.
The law creates the California Fire Service Training and Education Program in the State Fire Marshal’s office. The State Fire Marshal runs it, with policy advice from the State Board of Fire Services. The office sets course plans, curricula, and entry rules. It also promotes and runs the California Fire Academy System.
The State Fire Marshal can charge fees for seminars, conferences, and special training when other funding does not cover costs. The office can also set fees needed to carry out its standards, exams, and related work when funding is short. It cannot charge any fees for classes on state laws and rules that local fire services enforce. The office sets procedures to seek and accept gifts and grants to help fund training.
