Public air data and yearly reports

If funding is available, districts send air data from community monitors to the Air Resources Board. The board posts this data on its website for public use. Starting March 1, 2027, the board reports each year to the Legislature on status, lessons, enforcement, results, and spending. State and district leaders must appear to present if asked.

State Bureau for Environmental Justice

The law keeps a Bureau of Environmental Justice inside the California Department of Justice. The Bureau coordinates enforcement and outreach on pollution that hits overburdened communities. It gives communities a clear state office to contact for help.

State pays locals for mandates

If the Commission on State Mandates finds state-mandated costs under this law, the state reimburses local agencies and school districts. Payment follows the process in existing Government Code. Reimbursement happens only after the Commission issues a finding.

State plan and yearly site picks

The law required the Air Resources Board to prepare a plan for community air monitoring by October 1, 2018. Beginning January 1, 2020, and every year, the board selects more monitoring locations if funding is available. Local air districts must install a monitor within one year of selection. The board holds a yearly public hearing on progress. By July 1, 2026, and every five years, the board updates the plan.

Community and fence-line air monitoring

By July 1, 2019, any district with a selected site must install a community air monitor there. Districts may also require nearby facilities to add fence-line or on-site real-time monitors when it is technically feasible, cost reasonable, and adds useful risk data. Monitoring at each site runs at least five years if funding is available, with five-year extensions allowed. This brings better data for residents, and it can add equipment and reporting costs for some facilities.
