The plan must call for both a modern policing degree and a bachelor’s degree to be hired as a peace officer. Applicants can get credit toward job eligibility for prior law enforcement, relevant work, college, or military experience. Military skills like community relations, de‑escalation, and language translation can count. Credits go only to people of good moral character. People with sustained disciplinary actions are excluded, except POST may allow partial credit after review of the misconduct. The plan must also recommend financial help for students from underserved communities facing barriers to college. The law does not set dollar amounts or exact rules for this aid.
The California Community Colleges Chancellor’s Office leads work to design a new modern policing degree. Advisors include law enforcement leaders and employees, CSU administration and faculty, and community groups. The plan must highlight courses like psychology, communications, history, ethnic studies, and law to build critical thinking and emotional skills. By June 1, 2023, the Chancellor must submit the plan to the Legislature.
