Starting January 1, 2025, cosmetics sold in California cannot intentionally contain certain chemicals like dibutyl phthalate, formaldehyde, mercury, some parabens, aromatic amines, and many PFAS. Starting January 1, 2027, the ban expands to more substances, including acetaldehyde, siloxanes, styrene, some dyes, and boron compounds. From 2027, products must also meet musk ketone caps: fine fragrance 1.4%, eau de toilette 0.56%, oral products 0%, all others 0.042%. These rules apply to anyone who makes, sells, or offers cosmetics in California.
Beginning January 1, 2027, any vaginal suppository with added boric acid must carry a warning label. The label advises users to seek medical advice, warns about pregnancy risks, and says not to swallow the product. Beginning January 1, 2035, these boric-acid suppositories may not be made or sold in California, unless the product is regulated as a drug by the U.S. Food and Drug Administration.
The law allows a narrow safe harbor for tiny, technically unavoidable traces of banned ingredients. Traces from impurities, manufacturing, storage, or packaging migration do not trigger a violation. This applies only to unintended trace amounts; intentionally added amounts remain banned.
