If you own land in the East Bay Hills, the district can advise you on conservation and climate resilience. Guidance can cover best practices for managing natural lands. The law sets no fees, eligibility rules, or required participation.
The East Bay Regional Park District now runs the East Bay Hills Conservation Program. It can plan and fund habitat work, improve public access, and build or fix recreation facilities. The district can buy or sell land interests and work with California tribes and other governments. It can add wildlife crossings and other measures across major roads. The law does not provide funding or set project budgets.
Beginning January 1, 2026, local general and specific plans that affect the East Bay Hills must acknowledge the area as of statewide significance. The law does not change zoning and does not expand the park district’s land use powers. If the Commission on State Mandates finds state-mandated costs, the state reimburses local agencies and school districts under existing rules.
