Foreign governments, foreign principals, and foreign nationals cannot give or spend money in California candidate races or ballot measures. People and committees also cannot ask for or accept money from those foreign sources. Lawful permanent residents are allowed to contribute, and DACA recipients with unexpired deferred action are not treated as foreign nationals. A foreign principal includes foreign political parties and many groups or companies based abroad, including U.S. subsidiaries when foreign non‑LPR managers direct the spending. Breaking these rules is a misdemeanor; the fine is at least the amount given or spent, up to three times that amount. These rules take effect only if voters approve Sections 1 to 4.1 on November 3, 2026.
California allows public campaign funding, but not from money earmarked for education, transportation, or public safety. Candidates must show broad support with small-dollar help; no one needs to give more than $10 to count. Public funds cannot pay legal defense fees or fines, and cannot repay a candidate’s personal loans; if you took public funds, you cannot repay those loans after the campaign from any source. Programs must treat parties and incumbents the same, and locals run and enforce their own systems. Spending limits apply; local rules can raise them only up to a cap based on rival funding and outside spending for and against you. These rules take effect only if voters approve Sections 1 to 4.1 on November 3, 2026.

Which version of the foreign‑influence ban takes effect depends on whether AB 953 is enacted and effective by January 1, 2026. Until Section 4.1 takes effect, AB 953’s version operates if that bill is enacted and amends Section 85320.
