Annual funding for parks and conservancies

The Habitat Conservation Fund sends set amounts each year to parks and conservancies. Parks and Recreation gets $4.5 million: $1.5 million for the Santa Lucia Range (Monterey County), $1 million for land in or next to state parks, and $2 million for 50% matching grants to local agencies for wildlife corridors, urban trails, and programs that bring city residents into parks. The State Coastal Conservancy gets $4 million a year. The Santa Monica Mountains Conservancy gets $5 million a year for a ten‑year period starting in 1990–91, with at least $10 million each in the Santa Susana/Simi Hills and in the Santa Clarita Woodlands. The California Tahoe Conservancy gets $500,000 a year. The rest goes to the Wildlife Conservation Board. These allocations apply through July 1, 2035.

Guaranteed $30 million yearly for habitat

The law requires $30 million each year to move from the General Fund into the Habitat Conservation Fund. This amount is lowered by some state account transfers, but not by federal, local, or private donations, or by State Coastal Conservancy Fund transfers. Transfers from the Fish and Game Preservation Fund do not count, except from the Endangered and Rare Species account. There is no cap on adding extra money to the fund from any source. This rule applies from July 1, 1990 to January 1, 2036.

Balanced, low overhead habitat spending rules

The board follows rules to spread money fairly and keep overhead low. In each 24 months, about one‑third of spending goes to one set of habitat purposes, and about two‑thirds to others named in law. About $6 million every 24 months goes to one priority group, and about $6 million to other named priorities. Spending is split, as practicable, about half in Northern California and half in Southern California. Administration costs cannot exceed 1.5% of the fund. The board may give up to $2 million each year to other state agencies for this work. The 24‑month targets apply through July 1, 2035.
