Public plan and milestones for the model

The Department of Insurance must make a framework and a multiyear plan to develop, test, and launch the public wildfire model. The department must post the plan on its website. After the first grant round, the department must post clear milestones, including needed research, outreach, and operating steps to finish the model.

State grants to build public wildfire model

The law creates the Wildfire Safety and Risk Mitigation Program at the Department of Insurance. The department gives competitive grants to one or more universities to build, test, and deploy a public wildfire catastrophe model. The model must use the best available science and share its data and methods so people can review and use it. The model helps emergency planners, insurers, and communities plan and reduce wildfire risk.

Commissioner keeps insurance rate authority

The law keeps the Insurance Commissioner’s power over rate regulation and other Insurance Code duties. The program does not change or limit that authority.

Funding setup and budget trigger for program

The law creates a Wildfire Safety and Risk Mitigation Account inside the Insurance Fund to pay for the model’s work. The department must send budget recommendations to the Legislature and the Governor before September 1, 2026. The article is operative only when the Legislature appropriates money for it. Until funding is appropriated, the department does not have to run the program.
