CSU gets $6M for reparations research

The law lets California State University use up to $6,000,000 from Item 6610-001-0001 of the 2025 Budget Act to support reparations research. CSU may partner with other universities or nonprofits. Before each fiscal year, CSU consults the California Legislative Black Caucus on research priorities. By October 1 each year, CSU sends status reports to the Legislature and Governor until the money is used up. The final report includes findings, options, timelines, and costs, and must follow Section 9795.

CSU process to confirm descendant status

CSU must study how to confirm if someone is a descendant of an enslaved person. Work starts by the start of the 2026–27 school year, and the verification process is ready by the start of 2029–30. Funds can support student participation. A descendant means you can show a direct line to a person enslaved before 1900, and the ancestor meets at least one test: freed by purchase, manumission, law, military service, or court; freed by gradual abolition or amendment; labeled a fugitive; deemed contraband by the military; or gave military or civic service while under race-based legal limits.
