The law keeps the California Health Benefit Review Program at UC. It defines which bills get reviewed, including those that add or repeal coverage for services, providers, tests, drugs, or equipment. Reports must cover public health, medical, and financial impacts, essential health benefits, and effects on the state marketplace. UC must deliver reports within 60 days or an agreed timeline, post them online, and share them with the public. A certified actuary must estimate costs, and reviews also cover plan design, cost sharing, and premiums.
The law makes the program inoperative on July 1, 2033. It repeals the chapter on January 1, 2034. After those dates, CHBRP’s statutory authority ends.
The law funds UC’s review work with an annual fee on most health plans and insurers. For fiscal years 2026–27 through 2032–33, regulators set each plan’s share, with a total cap of $3.2 million a year (up from $2.2 million). Plans get notice by June 15 and must pay by August 1. Money goes to the Health Care Benefits Fund. Medicare supplement, vision-only, dental-only, CHAMPUS supplement, and certain fixed‑benefit policies like hospital indemnity or accident‑only are excluded.
