Clear housing permit checklists and online posting

Housing projects are treated as development projects under state permitting rules. Public agencies must make detailed application checklists and give them to any applicant or requester, including a compliance certification under Section 65962.5 and the application statement from Section 65943. Agencies must publish online the names of approval types for housing projects and the criteria they use to decide if an application is complete. Checklists must note, when applicable, if a site is within 1,000 feet of a military base, under a low-level flight path, in special use airspace, or in an urbanized area. Agencies outside those air or military zones, or fully urbanized (unless they contain a military base), do not have to add those items. Affected cities and counties must include information needed to check compliance with Article 2 starting at Section 66300.5.

Stronger planning and transparency for local commissions

The law requires each local agency formation commission to adopt written policies for planned, efficient growth and to consider open space and farmland. Commissions must include standard forms for protests and complete applications. Commissions must post hearing and meeting notices, policies, and application forms on a website. If a proposal was pending on January 1, 2001, a hearing on campaign finance disclosure was required by March 31, 2001; later hearings happen only if 100 or more county voters petition. Commissions may require people who lobby them to report it, with filings posted online or filed with county offices.
