California ratifies Big Sandy gaming compact

The law ratifies the tribal‑state gaming compact with the Big Sandy Rancheria signed December 12, 2024. It also ratifies the 3rd amendment (December 12, 2024) and the 4th amendment (February 12, 2025). The two amendments only extend the term of the original 1999 compact. The compact is confirmed under the federal Indian Gaming Regulatory Act. This lets the tribe operate gaming under the ratified terms. It does not change household taxes or give new payments to residents.

Immediate effect for compact changes

This is an urgency law and takes effect right away. The ratifications and the environmental review exemptions start immediately. The goal is to support the Big Sandy Rancheria’s economic development, stability, and self‑sufficiency, and protect affected communities. It does not raise taxes or give direct payments to households.

Limited environmental review exemptions for compact

For this compact and its amendments, certain actions are not treated as projects under California’s environmental review law. This covers signing the compact, signing amendments, intergovernmental agreements with a city or county, agreements with Caltrans or another state agency, and on‑reservation impacts of following the compact. All other environmental duties still apply unless the law says otherwise. This speeds narrow, compact‑related actions and agreements. It does not change household taxes or provide new payments.
