The law creates a downtown Sacramento revitalization district between the rivers, Broadway, and Alhambra Boulevard. The district captures future growth in property tax in the area to fund public projects; base taxes keep going to current agencies until values rise. It can accept state funds and, with required approvals, use tools like Mello-Roos special taxes and benefit assessments that may raise bills for properties in the area. Money required for redevelopment trust funds or for schools stays protected and is not diverted; some post‑redevelopment revenues can be used only after prior debts are paid. It can also receive some city or county tax growth under state rules. All such funds return to those agencies when the district dissolves.
The law makes certain amendments to the tax‑splitting rules operative only if three things happen by January 1, 2026: both this law and SB 5 are enacted and effective, both change the same code section, and this law is enacted after SB 5. If those conditions are not met, a different section of this law applies instead.
