New master's midwifery programs at CSU/UC

California creates a fund to start master’s-level nurse-midwifery programs at CSU or UC. The Department of Health Care Access and Information picks campuses through a competitive process. It favors sites in areas with proven maternity or midwifery workforce need. Funded programs must let students earn a master’s degree. They must meet California rules and be accredited or preaccredited by the Accreditation Commission for Midwifery Education. Programs do not have to be inside a nursing school.

Startup funding for midwifery programs

The Department of Health Care Access and Information runs the fund. Money can come from the state General Fund, but only when the Legislature approves it. For the 2025-26 year, the Legislature states it intends to provide $2,000,000. The fund can also take donations, fees, and other public or private transfers. It pays annual operating costs until the first class graduates, or for five years, whichever is shorter. All fund money must add to, not replace, existing workforce program funds or university budgets.
