State prisons focus on rehabilitation

The law makes successful reentry the main goal in state prisons. The Department of Corrections and Rehabilitation must provide education, treatment, and restorative-justice programs in safe, humane settings. Prisons must let community groups deliver programs statewide so more people can enroll. All correctional staff get training on normalization and dynamic security to improve daily life and safety. This expands access to help, not a cash benefit.
