The state utility regulator must assess whether new or bigger data centers shift electric costs onto other customers. The study reviews utility power purchases and new transmission and distribution projects. It includes stranded assets, like lines or stations left unused or when a company closes. It identifies ways to prevent or reduce large cost shifts. The regulator must send the report to legislative policy committees and post it online by January 1, 2027.
