ID plates now required for e-motorcycles

The law defines an off‑highway electric motorcycle, or eMoto. It is designed mainly for off‑road use, has two wheels, handlebars, a straddle seat, an electric motor that does not need a motor number, and no factory‑installed pedals. eMotos count as off‑highway motor vehicles. If your eMoto is used only off the highway and is not street‑registered, you must get and display a DMV identification plate or device. Usual off‑highway vehicle rules and enforcement now apply. Some vehicles are exempt, such as certain government‑owned vehicles, commercial vehicles over 6,000 pounds unladen, motorcycles from 1942 or earlier, closed‑course racing vehicles, and some nonresident or out‑of‑state vehicles with valid permits recognized by California.
