The law defines a “significant voltage-related incident” as a voltage swing beyond ±5% that causes damage. By January 1, 2027, the Public Utilities Commission requires each large electric company to start a study of incidents that caused $5,000 or more in damage. The study counts how often they happened, where, and why, using reports from January 1, 2024 through December 31, 2026. It reviews claims filed, approved, and denied, complaint trends, response times, and service reliability impacts. It evaluates consumer protections, public reporting, and outreach, including for low-income, rural, and limited‑English customers. By July 1, 2027, the commission posts links to the studies and reports to the Legislature. This requirement ends January 1, 2031.
