New contracting option for local water projects

Local agencies, like cities, counties, and water districts, can use the Construction Manager/General Contractor method for water projects that address drought or climate change. The agency’s governing body must approve. Contracts must be awarded on best value or to the lowest responsible bidder, and agencies must follow state CM/GC procurement steps. Each agency can use this method for up to 15 capital projects. This authority ends January 1, 2031, but contracts awarded before then continue until completion or termination.
