Most at-sea fish transfers banned

The law bans receiving, buying, or transferring fish at sea or from vessel to vessel. There is an exception for live marine bait that is not brought ashore. The Department can set other exceptions by regulation.

Electronic fish tickets now required for sales

The law requires electronic fish tickets for all sales, deliveries, transfers, and landings by listed sellers and receivers. Tickets must show species, accurate weight, fisher name and license, vessel ID, recipient and ID, date, price (not needed for live bait not brought ashore), origin block, gear type, and any other required data. Complete the ticket when you first receive, buy, or transfer fish; when you bring fish ashore; or at each sale or day’s end, as your role applies. Anyone taking, buying, or receiving fish must sign the original paper copy. If sablefish are reported in dressed weight, the Department counts them as 1.6 times that amount for quotas. Accurate weight uses a compliant scale, and the Department can allow other methods for live bait not brought ashore. Forms, logs, and electronic data issued by the Department stay its property and must be given to a Department peace officer on demand without changes.

Catch records kept private, with limits

Landing receipts and related fishing records you file with the Department or Commission are confidential and not public. Catch data in those records are private. The Department can share data only in narrow cases: to federal fishery managers for enforcement with confidentiality, to follow a court order or other legal requirement, to researchers under binding confidentiality, or under Commission rules. However, some identifiers are public on request: fish business IDs and names, commercial license numbers and fisher names, and vessel registration numbers and names.
