Local governments cannot ban help for homeless

The law stops cities, counties, and special districts from banning help to people who are homeless. People and organizations can provide legal help, medical care, food, water, blankets, pillows, weather protection, and hygiene items. It does not cover giving plywood or other heavy construction materials. “Homeless” uses the federal definition in effect on January 10, 2019. The rule applies statewide, including charter cities.
