Direct CSU admission for 12th graders

The law creates the CSU Direct Admission Program. If you are in grade 12 at a participating school, you are treated as a CSU applicant. CSU uses your CaliforniaColleges.edu transcript info, your A–G progress, and your CSU A–G GPA (through 11th grade) to decide eligibility. Before the fall priority application window opens, you get a direct admission letter signed by the CSU chancellor with steps to enroll. If you accept the offer, you must finish the campus enrollment steps.

CSU dual admission with transfer guarantee

Beginning in the 2023–24 year and through 2035–36, CSU offers dual admission agreements. You pick a CSU campus now and get guaranteed admission later if you finish an associate degree for transfer or another approved transfer path within three academic years at a California community college. Impacted campuses or majors can add extra criteria, like a higher GPA, but cannot change ADT unit rules. Only first-time freshmen who would qualify for CSU only after transfer, who show limited high school courses or hardship, and who plan to complete a transfer path are considered. CSU prioritizes students who plan to complete an associate degree for transfer.

Help and fee waivers for dual admission

If you qualify for a community college fee waiver under Section 76300 or the California College Promise and you are in dual admission, your college keeps waiving your fees while you are enrolled there. You also get access to library, counseling, and other services from your CSU campus (or the nearest one) and from your community college. CSU is asked to give a provisional financial aid letter showing likely federal, state, and school aid when you transfer; it must say the numbers can change with FAFSA or California Dream Act updates. Community colleges must promote dual admission at orientation, by annual email to incoming fall students, on their websites, and in counseling and transfer centers.

State payback for mandated local costs

If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts under the standard process.
