The law sets a state policy: every home must be able to reach and keep a safe maximum indoor temperature. Environmental, housing, energy, health, and utilities agencies must consider this goal when they set programs and grants. This includes CalEPA, Housing and Community Development, the Public Utilities Commission, the Energy Commission, the Air Resources Board, Public Health, Health Care Services, the Office of Land Use and Climate Innovation, and the Strategic Growth Council. Beginning January 1, 2027, they must also consider it when they write related regulations. The law does not set a number, create enforcement, or require new state spending or infrastructure beyond this consideration, and it keeps the existing minimum heat rule.
