The law makes dependents (child, stepchild, adopted child, or spouse) of active‑duty service members stationed outside California eligible for Cal Grants if the service member keeps California as their legal home. You must be a citizen or eligible noncitizen, not incarcerated, and not in default on any student loan. Other Cal Grant rules still apply. For transfer Cal Grants, California residents who graduated outside California only because of military orders do not need a California high school diploma. You must still meet the other transfer award rules, like GPA and enrollment.
The Middle Class Scholarship now includes students who meet Cal Grant rules, including those who qualify as military dependents. You must be exempt from nonresident tuition and file the FAFSA or California Dream Act by March 2. You must also meet the program’s income, enrollment, and academic progress rules.
