The law sets a statewide process to rank key state highway projects. A project must help two or more counties. It must meet both tests: improve safety on a major route or support key trade routes; and increase climate resilience or fix risks from earthquakes, mudslides, wildfires, or extreme storms. By July 1, 2026, and every year after, the transportation department, with the commission and the agency, makes a prioritized list. Projects with more than one benefit rank higher: safer travel, better goods movement, water storage and safe drinking water, flood control, and stronger electric transmission for grid reliability. The list only includes projects in environmental review, planning, design, or later, and the department sends it to the Legislature each year starting January 1, 2027.
