The law bans making, importing, marketing, buying, selling, or using a signal jammer unless the FCC authorizes it. A first offense is an infraction with a fine up to $500. A later offense is a misdemeanor with up to one year in county jail, a fine up to $1,000, or both. If convicted, the device is forfeited. The ban does not apply to lawful, authorized use by local or state police. A signal jammer is any device that intentionally blocks or interferes with radio or wireless communications.
Using a signal jammer while committing any misdemeanor or felony is a separate misdemeanor. It carries up to one year in county jail, a fine up to $1,000, or both. Willfully blocking police, fire, or EMS communications, when you know or should know it could cause death or great bodily injury and it does, is a crime. That offense is punishable by up to one year in county jail or by a felony sentence under Penal Code 1170(h). Public safety communications are the systems used by law enforcement, firefighters, and EMS to talk to each other.
