In-person checks to buy barrels

All barrel sales or transfers must be finished in person by a licensed firearms dealer. Beginning July 1, 2027, the dealer must run a Department of Justice eligibility check. You can buy a barrel only if you are at least 18 and not prohibited from owning a firearm. Dealers must charge up to $5 per check, capped at DOJ’s actual cost. The cap can rise by up to $1 each year.

What counts as a barrel and exemptions

The law treats unfinished tubes and parts that can be readily finished or marketed as barrels as “firearm barrels.” A barrel already attached to a gun is not covered by these barrel-sale rules. Exempt transfers include those to law enforcement agencies, federal firearms licensees, the U.S. military, certain collectors with a certificate, estate representatives, a person checked while buying a firearm in the same transaction, and authorized government entities.

Dealers must log and e-file barrels

Beginning July 1, 2027, licensed dealers must record key details for every barrel sale or transfer. They must note the date, buyer’s ID number and issuing state, make/model/caliber, buyer and salesperson names, buyer address and phone, and buyer date of birth. Dealers must submit this information electronically to the Department of Justice.

Penalties for illegal barrel sales

It is a crime to have a barrel with intent to sell it in a way the law bans. A first offense is a misdemeanor. A second offense can mean up to one year in county jail and a $1,000 fine. A third or later offense can mean up to one year in county jail or alternative sentencing, a fine up to $2,000, or both.

DOJ rules and funding for barrel checks

The Department of Justice can issue rules, procedures, and forms to carry out these barrel rules and eligibility checks. Money the department receives under this law goes into a Dealers’ Record of Sale Special Account in the State General Fund. The Legislature must approve spending from that account.
