Short window and carve-outs for challenges

The law sets a six-month window to start any court case that challenges past actions not validated here. After six months, those matters stand as valid and cannot be contested. This window does not extend other legal deadlines. It does not validate acts already in court now or filed within 30 days after this law took effect. It does not validate acts a court already found illegal, or any contract with the United States. All validation must follow the California and U.S. Constitutions.
