Starting September 1, 2025, the law confirms that public bodies formed before that date are legally organized and active. It locks in their boundaries as shown in official records or county assessor maps. It also validates past annexations, detachments, consolidations, mergers, and dissolutions done before that date. This gives clear answers about which local government serves each area.
Starting September 1, 2025, “bonds” include leases, installment purchases, tax or revenue‑anticipation borrowing, certificates of participation, and similar public debt. The definition also covers refunding, replacing, or amending that debt. The law confirms that bonds issued before that date are legal and binding if issued under their original authorization, including voter‑approved bonds. This gives issuers and investors more certainty.
Starting September 1, 2025, the law lists who counts as a public body: the State and its departments, cities, counties, many special districts and authorities, and some nonprofit public benefit corporations. It excludes community redevelopment agencies and related joint powers bodies; certain San Francisco successor agencies count only to issue specified bonds. The law can validate acts only if allowed by the California and U.S. Constitutions. It does not validate matters a court already found illegal, matters in court during the 30 days after it takes effect, or contracts between a public body and the U.S. government. Anyone who wants to challenge a covered formation, boundary change, consolidation, or bond authorization must file within six months after September 1, 2025, or the matter becomes final.
Starting September 1, 2025, a new or changed district only affects property taxes if the required statement and map are filed on time. If that filing is missing or late, the creation or boundary change does not take effect for assessment or tax purposes. Homeowners can ask local officials whether the filing was completed.
