Beginning within five months of each appropriation, the council accepts grant applications and stops when funds run out or the fiscal year ends. It first funds earlier projects that were approved but not funded, then awards remaining dollars on a rolling basis. Applications must show who lives in the encampment, why it is prioritized, how partners will reduce risks, and how people will be linked to services and housing; safe parking plans must explain site acquisition, operations, services, and longer hours. Applicants must list other local funding and set goals to move people to shelter and then permanent housing. The council favors cross-system partnerships and a mix of rural, urban, and suburban communities.
Grant recipients must send required client and health data to their local HMIS for statewide tracking and also report individual client data to the council. The council sets what data to send and can change questions, formats, and timing. Council staff use the data for research and to judge results, and grantees must share materials they develop on service models. Health and identifying data in the statewide system are not public records; “health information” follows federal HIPAA and state definitions. The department’s annual report includes a summary by funding round, and this reporting requirement ends after the final report on the last round.
Contracts to carry out this program are exempt from several state procurement and personal services rules. These contracts also do not need certain technology and general services approvals, with Department of Finance approval where required. This speeds work but reduces some layers of state review.
The council monitors grantee performance. If a grantee misses goals, the council can require technical help and limit how funds are used. The council may also spend up to 5% of yearly program money on administration, capacity building, and technical help, which reduces dollars left for direct grants.
