Stronger fuel supply and price reporting

Refiners and major marketers must send monthly reports within 30 days after each month. These include volumes, prices, feedstocks, imports, exports, outputs, and inventories. The commission also collects weekly data from designated refiners, producers, shippers, and terminals. Each refiner files monthly statewide weighted‑average prices and sales volumes, plus a monthly projection for the next quarter. Major oil companies and operators file yearly capacity, inventory, and ownership reports, and large integrated refiners file a West Coast (PADD V) forecast by March 15. The commission can change report timing, ask for more data, and accept equivalent reports already filed with other agencies.

Refinery outage alerts and closure notices

Refiners must give at least 120 days’ notice before planned turnarounds or maintenance, with details on work, unit capacities, output drops, inventories, imports, and supply plans. If an unplanned outage lasts more than 24 hours, the refiner must file an initial report within 48 hours and a final report within 48 hours after repairs. Each refiner also sends a 12‑month plan showing monthly production and maintenance by product. Refinery operators must give 12 months’ notice before a permanent shutdown, a reconfiguration shutdown, or a sale that may lead to shutdown; the commission informs the Legislature without revealing confidential details. Maintenance and turnaround notices are confidential and can be shared with other state agencies only if they keep them confidential. The executive director may request more information, and the commission can set implementation guidelines that are exempt from the Administrative Procedure Act.

Crude pipelines to refineries tracked monthly

The commission will identify which crude pipelines are reportable by December 31, 2026 and define what counts as a “significant reduction” in refinery crude deliveries. Beginning March 30, 2027, each reportable pipeline operator must send monthly data within 30 days after each month. Reports must list safe minimum and maximum daily volumes, daily crude delivered, hours operated, nameplate capacity, and available capacity.

Real-time reports on trades and imports

Importers delivering by ship must report to the state at least 96 hours before arrival. Reports include tanker name, load points, fuel types and volumes, landed cost, presale details, and planned discharge. Starting 30 days after the law’s effective date, refiners and nonrefiners must report each spot market trade daily with product, volume, price, traders, counterparties, and delivery details. Also starting 30 days after the effective date, nonrefiner traders of gasoline or diesel without supply contracts must file weekly inventories by company and share contracts as required.

Tracking crude moved by rail and ship

Facilities in California that receive crude oil by rail or ship must report the route, crude name, loading site and coordinates, destination site and coordinates, and whether the oil is nonfloating. The commission sets the deadlines. The commission publishes a public quarterly report showing crude routes, oil types by route, and how often nonfloating oil moved. It aggregates or redacts details to protect confidentiality.
