Higher fines for contractor violations

Until July 1, 2026, civil penalties are capped at $8,000 for most violations and up to $30,000 for violations of Sections 7110, 7114, 7118, or 7125.4. Beginning July 1, 2026, penalties must be at least $500 and no more than $8,000 for most violations. For violations of Sections 7110, 7114, 7118, or 7125.4, penalties must be at least $1,500 and no more than $30,000. The Board may raise these minimums every five years for inflation.

Stronger fines for unlicensed contractors

Until July 1, 2026, each CSLB citation includes an order to fix the issue and a civil penalty of $200–$15,000. Beginning July 1, 2026, the minimum penalty for these citations rises to $1,500 (still up to $15,000). The registrar must cite anyone acting as a contractor or salesperson without a license and, within 72 hours, must warn a public agency that plans to hire an unlicensed contractor; the responsible officer can be cited. The Board sets penalty rules that consider gravity and past violations, and may raise minimums every five years for inflation. Citation penalties are on top of any other civil or criminal remedies.

License fees set to keep reserves

The Board sets license fees to keep a reserve of about 12 months of its authorized spending. This can change the fees you pay as a licensed contractor.

Penalty rules depend on another law

Some penalty sections take effect only if another contractor-law bill is also enacted and effective by January 1, 2026. If that happens and this law is enacted after the other bill, alternate versions apply and Sections 3 and 4 do not. In the alternate version, the higher $1,500–$30,000 range applies to violations of Sections 7110, 7114, and 7118, with inflation updates. If those conditions are not met, the standard version in this law applies.
