The law bans selling, offering for sale, or distributing counterfeit or unsafe lighters in California. A counterfeit lighter copies or infringes a protected U.S. or state intellectual property right. An unsafe lighter is one that fails safety rules: ASTM F400 for cigarette, cigar, or pipe lighters, and ASTM F2201 for utility, grill, fireplace lighters, lighting rods, or gas matches. The ban does not cover interstate transportation. It also does not cover storage in a warehouse or distribution center that is not open to the public.
