The law creates a Fusion Research and Development Innovation Initiative at the Energy Commission. The Energy Commission provides contracts, grants, loans, or other funding for fusion research, testing sites, and commercialization that benefit California. It can run competitions, give follow‑on awards, and make some noncompetitive awards, including to national labs, public entities, and as matches to federal funds. The Commission sets guidelines for who can apply and how awards are managed, and may use federal advisory plans to set priorities. Before certain noncompetitive awards, the Commission must give 60 days’ written notice to the Joint Legislative Budget Committee and policy committees; the JLBC must approve or not disapprove within 60 days. The law is read broadly to help use federal funds quickly and follow federal rules. Funding only occurs when the Legislature provides money in the Budget Act or another law.
