New suicide-prevention guidance for overpasses

The law requires Caltrans to update its guidance for state highway bridges and overpasses by July 1, 2028. It must work with the State Department of Public Health and affected local governments. The guidance must consider barriers, fencing, and other design or placement steps to deter suicide attempts. Caltrans decides which measures are appropriate, and this does not create a new right to sue the state for money.
