Charter cities covered and mandate reimbursement

The law applies these training and record rules to every city, including charter cities. If the Commission on State Mandates finds state‑mandated costs, the state reimburses local agencies and school districts under standard reimbursement rules.

Ethics training deadlines for local and school boards

Local agency officials who start on or after January 1, 2026 must take required ethics training within six months, then at least every two years. School district, county education, and charter school board members in office on January 1, 2025 must finish the required training by January 1, 2026, then at least every two years. If a local agency has a website, by July 1, 2026 it must post clear instructions and contact details on how to request ethics‑training records.

New fiscal training for local officials

The law creates statewide fiscal and financial training for local agency officials. Everyone must take at least two hours. New officials starting on or after January 1, 2026 must finish within six months, then at least every two years. Officials serving on January 1, 2026 must finish by January 1, 2028, unless their term ends before January 9, 2028; then at least every two years. Training can be in person or online, including self‑study with a test. Providers must give proof of participation, and agencies must share training options at least once a year. Agencies that provide the training must keep records for five years, and the records are public. If an agency has a website, it must post how to request these records starting July 1, 2026. Officials already in compliance with Sections 26945, 26945.1, 27000.7, 27000.8, or 27000.9 are exempt.
