Central e-filing for officials’ ethics forms

The law centralizes where many officials file statements of economic interests. The Commission is the filing officer for many state, county, and city offices, judges, and public officials who manage public investments. If the Commission is your filing officer, you must file through its electronic system. Commission members e‑file and the Commission sends a copy to the Attorney General, who is the filing officer. Local agency heads and local board members file an original with their agency to forward to the code reviewing body, unless direct filing is required; designated legislative employees file with their house.

New oversight and vacancy rules for redistricting

The law sets clear oversight and vacancy rules for the Citizens Redistricting Commission. The Governor can remove a member for neglect, gross misconduct, or inability, with a two‑thirds Senate vote after written notice and a chance to respond; findings may be sent to the Attorney General or another agency. If a seat opens before December 31 of a year ending in 2, the commission must fill it within 30 days from the same voter registration subpool. For vacancies on or after that date, the commission may fill the seat from the same subpool. If no eligible applicants remain, the State Auditor creates a new subpool.

Tougher process to change ethics rules

The law makes it harder to change this ethics title. A bill must pass each house by a two‑thirds rollcall vote and be signed by the Governor. The final text must be printed and posted online at least 8 days before each house votes, or 12 days if the earlier version did not amend this title. Voters can also approve changes by voting for a law that takes effect only after their approval.

No hand-delivered campaign money in offices

No one may hand‑deliver or receive a campaign contribution inside the State Capitol, a government office building, or an office rented by government. "Personally deliver" includes sending an agent or go‑between. "Receive" includes taking a contribution in person. A government office building is one owned by the state or a local government where more than half the floor area is used for government offices.
