The law approves three tribal-state gaming agreements under the federal Indian Gaming Regulatory Act. It ratifies the Cher-Ae Heights compact signed July 11, 2025. It also ratifies first amendments for the Pinoleville Pomo Nation and the Sycuan Band, both signed July 30, 2025. These agreements are now in force, so the tribes can carry out compact terms like gaming and related deals. This urgency law takes effect right away.
For the compacts ratified here, some actions are not a "project" under the California Environmental Quality Act. This covers signing a ratified compact or its ratified amendment. It also covers intergovernmental agreements tied to a ratified compact with a city, county, the Department of Transportation, or another state agency, and on-reservation impacts of following a compact. Outside these listed items, cities, counties, the Department of Transportation, and other agencies must still follow CEQA. These limits apply only to the compacts and amendments ratified by this law.
