California cancels past convention requests and notifies Congress

The law rescinds all past California requests for Congress to call a convention to propose U.S. constitutional amendments. The Secretary of the Senate must send this resolution to the President, Vice President, House and Senate leaders, and all California members of Congress. It asks Congress to publish it in the Congressional Record and update the official tally of state applications. It does not change taxes, benefits, or legal duties for residents. It is filed with the Secretary of State on September 10, 2025.
