Accessible party meetings with limits on lawsuits

Colorado political parties must offer eligible precinct caucus and party assembly participants accessible video participation upon request. The deadline for providing this access was six months after August 7, 2024. Parties choose the accessible platform and must set request procedures and timelines. They cannot require requests more than 30 days before the meeting. In areas defined by law as unserved, parties must instead offer an accessible alternative upon request, such as telephone participation. People harmed by accessibility violations can sue only the party’s central committee, not individual members or volunteers. When a court finds a violation, the plaintiff gets an order requiring compliance. Each plaintiff can choose actual monetary damages or a $3,500 payment for each violation. Each caucus or assembly counts as one incident for liability purposes.
