Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

More rights information for birthing parents

By January 1, 2027, Colorado childbirth facilities must make rights information available electronically to birthing parents and, when applicable, companions or family. Printed copies must be provided on request. The statement covers freedom from mistreatment, dignity, privacy, informed consent, choice, and having a birth companion. It also covers fair, culturally sensitive, evidence-based care, clear communication, and contact details for discrimination complaints. The requirement excludes specified childbirth policies for people in custody. It does not create a private right to sue for noncompliance.

Black maternal advocates shape health reviews

When task force grant funding is available, Colorado's public health department must include at least one Black maternal health advocate. The department must use maternal health task force feedback in its work with the Colorado Maternal Mortality Review Committee. That work covers outcomes for Black birthing parents and known or suspected causes of unequal outcomes.

New license training rules for nurses

The Colorado Board of Nursing must adopt continuing-education rules that emphasize cultural competence and equity. The board can require nurses to complete up to 20 hours every two years to renew their licenses. The law sets this ceiling but does not specify how many hours the board must require.
