Colorado livestock fund supports broader disease response

The law renames Colorado’s fund the Livestock Health Preparedness, Response, and Diseased Livestock Indemnity Fund. On the State Veterinarian’s recommendation, the Agriculture Commissioner can authorize department spending to prepare for and respond to livestock threats. These include infectious or contagious diseases and biological or chemical contamination of animals. Funding still comes from unused, uncommitted appropriations for Animal Health Division personnel services and all Livestock Health Act civil penalties. The law adds no funding, taxes, fees, or specific payments for livestock owners. It takes effect at 12:01 a.m. the day after the 90-day period following final legislative adjournment ends. That date is August 12, 2026, if final adjournment is May 13, 2026. A referendum petition filed within that period delays the law until voters approve it at the November 2026 general election. In that case, it takes effect on the date the governor officially declares the vote.
