Colorado preserves child abuse prevention funding

Beginning July 1, 2026, Colorado keeps its Child Abuse Prevention Trust Fund and board indefinitely, canceling their July 1, 2027 end date. The board continues funding prevention programs, including county services, mainly through competitive grants. Colorado's Department of Human Services must claim federal prevention reimbursements and send them to the State Treasurer for the fund. Eligible services must be offered and funded by the Department of Early Childhood and listed in the federal prevention-services clearinghouse. The law sets no reimbursement amount and creates no direct household payments or new taxes or fees. It anticipates a one-time $150,000 federal appropriation for fiscal year 2026–27, subject to annual budget limits. Human Services must commission an independent review of the fund's prior administrative costs, grant cost-effectiveness, and impact on preventing child abuse. Its report is due to legislative health and human services committees by November 1, 2029. The review and reporting requirement ends July 1, 2030.
