More funding for Colorado education administration

For state fiscal year 2026–27, Colorado’s Department of Education gets $66,056 from the general fund for administration. School district operations related to public school finance get $21,685, with staffing assumed at 0.2 full-time-equivalent positions. Student Pathways for Postsecondary Workforce Readiness administration gets $44,371, with staffing assumed at 0.4 full-time-equivalent positions. This funding supports department work, not direct payments to households.

Less state funding for Colorado colleges

For state fiscal year 2026–27, the law cuts College Opportunity Fund fee-for-service contract funding by $80,178. It also cuts the corresponding allocation to the University of Colorado Regents by $80,178, reflecting the same funding reduction. No cut is required if the annual budget omits this funding or provides less than $80,178. The cuts take effect only if the 2026–27 annual budget becomes law. They start on the later of this law’s effective date or that budget’s effective date.

New limits for off-campus college courses

Starting upon passage, Colorado allows qualifying off-campus courses in concurrent enrollment programs. These courses must meet all state concurrent enrollment requirements and standards of an accrediting agency recognized by the U.S. Department of Education. Otherwise, courses in the covered off-campus instruction programs remain outside the concurrent enrollment framework. The law also removes the prior exception for Teacher Recruitment Education and Preparation off-campus courses.
